The UPN network expands its prime-time programming to three nights a week tonight when it broadcasts “The Blockbuster Entertainment Awards” from 8-10 p.m. Next Wednesday, an 8 p.m. episode of “Star Trek: Voyager” (future weeks will feature the new series “The Sentinel” in the slot) will be followed at 9 p.m. by the new action drama “Swift Justice.” . . .
