Director J. Lee Thompson shrewdly treats this 1987 picture, the latest installment of the exploits of Charles Bronson’s vigilante (who is out to wipe out drugs in L.A. this time), as a kind of cartoon, which undercuts the impact of its ultra-violence. The result is an adroit example of a well-made exploitation picture.
