Join Times staff writer Joel Rubin for a discussion at 12:30 p.m. Tuesday about the L.A. Police Commission’s intentions to adopt a major shift in the way it judges police shootings.
The new shift would tie an officer’s decision to pull the trigger to his actions in the moments leading up to the incident.
If adopted Tuesday, the rule change would settle the long-running debate over whether the commission can make a determination that a shooting violated department policy if the officer created a situation in which deadly force was necessary.
