Shifting the blame in Baghdad

Regarding the story “Flak and false starts in a war zone” (Small Business, April 7):
Consultant Phil Borden thinks it is absurd for our government to promote small businesses in Iraq, and that is why he failed to accomplish anything in spite of the risks taken by the American and Iraqi soldiers to protect him.
And now he expects to make money from it by selling a book on why it’s all somebody else’s fault.
