Recall of imported toys by Mattel

Whatever happened to quality control (“More Mattel recalls likely,” Aug. 14)? It used to be that manufacturers routinely did random checks on their products to see that they were safe.
It seems to me that imported goods should be subject to the same quality control by the importers. How in the world could Mattel import almost a million toys before they found out the toys were painted with lead paint? Do we only listen to the bottom line, accountants and lawyers?
