Nonresidents to Remain Excluded From Park

A 1,400-acre park will remain off-limits to nonresidents of Palo Alto despite criticism by Councilwoman LaDoris Cordell that the exclusionary policy “borders on the obscene.”
The issue resurfaced after a recent benefit concert at Foothills Park, during which organizers had to arrange a buddy system in which residents waited for out-of-towners in the parking lot to bring them in as guests.
The city bought the park in 1958 for $1.4 million after trying but failing to get nearby communities to help shoulder the cost. The city adopted a residents-only rule, which has endured.
