The U.S. Chamber of Commerce said Thursday that it had asked a federal court to overturn a new rule requiring mutual fund boards to have independent chairmen and majorities of independent directors. The Securities and Exchange Commission went beyond its authority and ignored the costs and consequences of the new rule, the business group said in a statement. An SEC spokesman declined to comment.
