Deal Opens Way to Try Khmer Rouge Leaders

Cambodia’s parliament ratified a pact with the United Nations today on setting up a tribunal to try the surviving leaders of the Khmer Rouge regime for the deaths of about 1.7 million people.
The deal opens the way for the U.N. to raise $50 million for the tribunal, which will include foreign judges and prosecutors.
