Find Another Expert, Judge Tells Cooper

Death row inmate Kevin Cooper must find another qualified expert to testify about a defense allegation that law enforcement investigators may have planted blood evidence to convict him of killing four people in Chino Hills in 1983, a federal district judge has ruled.
Judge Marilyn Huff ruled that her court would not fund the work of Dr. Kevin Ballard, a self-described expert on testing for EDTA, a blood preservative. Huff gave Cooper’s defense team until July 12 to recommend a “qualified” EDTA expert.
