U.N. Envoy Says More Troops Are Needed

The new United Nations special envoy to Haiti said more troops would be needed before a U.N. force could begin to disarm rebels who overthrew President Jean-Bertrand Aristide this year.
On a tour of rebel-held areas of the Caribbean country, Juan Gabriel Valdes said that disarming all groups was essential to securing peace. But aid and development were equally crucial. The U.N. force barely numbers 3,000, though the Security Council has authorized 6,700 troops and 1,600 police officers.
