How Can Adding More Oil in Storage Be a Help?

Recently there have been numerous articles that the cost of gasoline has risen because there are not enough refineries to turn the oil into gas. It has also been stated that refineries have been running at near-capacity, making it extremely difficult for them to process the added oil that would be coming in.
If there was a shortage of oil, I would have expected that refineries would not be running at full capacity, which hasn’t been what the news has reported. If the refineries are working at capacity, I don’t see how adding more oil in storage waiting to be processed will help ease the shortage.
