Officer Won’t Face Charges in Shooting

Madera County prosecutors said they won’t seek criminal charges against a police officer accused in the fatal shooting of a handcuffed man.
After a six-month investigation, prosecutors determined that Officer Marcy Noriega did not intend to kill Everardo Torres in October, said Assistant Dist. Atty. Eric Wyatt.
Noriega shot Torres, 24, as he sat handcuffed in the back of a police car Oct. 27 for allegedly resisting arrest as police tried to quiet a loud party.
