Judging Malpractice
President Bush proposes limiting the amount of money that juries may award in order to lower physicians’ malpractice insurance (Jan. 17). He does not offer to “cap” insurance premiums. This follows a classic conservative pattern: regulate people, not business. Our president questions the decisions of civil juries but ignores the motives of insurance companies. I noticed that Bush never questioned the wisdom of juries that issued the many death sentences while he was the governor of Texas.
