Defense Chief Gives Ministry More Diversity

Afghan Defense Minister Mohammed Qassim Fahim, criticized for favoring fellow Tajiks from the Panjshir Valley, said he reshuffled his ministry to make it more ethnically balanced.
Fahim said he had appointed 16 new officials from other population groups. Ethnic and tribal differences have riven Afghanistan since the Soviet Union ended its occupation in 1989.
