Citizens in the central state of Mexico overwhelmingly approved a nonbinding referendum in support of putting kidnappers, armed robbers and murderers to death, sparking wide debate on the country’s long opposition to capital punishment.
President Vicente Fox spoke out against the results, saying he opposed the death penalty under any circumstances.
