Term ‘Terror’ Is Abused, U.N. Rights Chief Says

Departing United Nations human rights chief Mary Robinson accused governments of hiding behind the war on terrorism to trample civil liberties and crush opponents.
“Suddenly the T-word is used all the time,” Robinson said.
The U.S., Russia and China were among the nations that she said were ignoring civil rights in the name of combating terrorism.
She said the U.S. set the tone by holding detainees from Afghanistan without charge at its naval base at Guantanamo Bay, Cuba.
