Expelled Lawmaker Blames Belarus Leader

A prominent liberal Russian lawmaker, Boris Y. Nemtsov, was thrown out of neighboring Belarus and blamed its hard-line president, Alexander G. Lukashenko, for the incident.
Nemtsov, a former first deputy prime minister, said he was detained by a Belarussian KGB officer when he stepped off a plane in Minsk, where he planned to attend a conference.
A party spokeswoman said Nemtsov told her that the officer planted phony documents and U.S. dollars on him. Belarus said Nemtsov was deported because of interference in its affairs.
