President’s Party Fares Poorly in Regional Votes

Peruvian voters appeared to repudiate President Alejandro Toledo in first-ever regional elections intended to shift power from the capital to the provinces.
Toledo’s party got one of the 25 regional presidencies, initial official results showed. The vote was seen as a referendum on Toledo. The elections were a fulfillment of Toledo’s pledge to give provinces more power.
