Limited Public Access to Giuliani Papers Criticized

The city has handed over Rudolph W. Giuliani’s official mayoral papers to a private group in an agreement that appears to give Giuliani the right to determine what documents can be made public.
The agreement has been criticized by officials and historians who say it raises concerns about preservation of the records and public access to them.
Several critics said certain terms of the agreement are at odds with state and city law. By law, mayoral records are public, though certain documents may be exempt.
