Congress Fails to OK 2002 Budget

Lawmakers in Mexico called off a special session and left for the holidays, leaving the 2002 budget far from securing the approval it needs by Dec. 31.
Many pundits thought that Saturday’s session would see Congress vote on controversial new tax increases and eventually approve a scaled-back version of President Vicente Fox’s $141-million budget proposal.
But after an hour of debate, lawmakers adjourned, citing continued disagreement between Fox’s National Action Party and Mexico’s two main opposition parties.
A spokeswoman said Congress will reconvene Thursday.
