Residents of all 23 North County cities can pick up free water-conserving toilets Saturday at City Hall. A water conservation program sponsored by the Orange County Sanitation District and water districts lets residents receive up to three toilets that use 1.6 gallons of water as opposed to toilets using 3.5 to 7 gallons per flush. Residents need to bring a photo identification and water bill to the City Hall parking lot at 8200 Westminster Blvd. from 9 a.m. to 3 p.m. Information: (800) 424-8538.
