David E. McCauley, who was appointed to the council last month, was sworn in at Monday’s City Council meeting. McCauley filled the seat left by former Mayor Juan M. Garcia, who resigned in December to be closer to his job in the Bay Area. McCauley was one of 14 people who applied for the position.
