I would be willing to bet that the number of voters who read and understand 75% of the 145-page (much in tiny print) Voter Information Guide could be counted on the fingers of my right ear. I found college calculus texts easier reading. If they required a very simple prevoting test based on the voting guide, very few people would be allowed to vote. Voting is often a pooling of ignorance.
