These appointments were made recently by the governor.
* Roy A. Anderson of La Canada has been appointed to the Electrical Oversight Board, created last year to help oversee the deregulation of the state’s electric industry. Anderson, 77, was the chairman and chief executive of Lockheed Corp. from 1956 to 1985. No salary. No Senate confirmation required.
* Clair W. Burgener of Rancho Santa Fe has been appointed to the California Medical Assistance Commission, which negotiates contracts with health-care providers for service to Medi-Cal users. Burgener, 75, a former state senator, assemblyman and UC regent, served on the board of directors for Blue Shield of California from 1984 to 1993. Salary: $75,000. No Senate confirmation required.
* Ronald F. Phillips of Malibu has been reappointed to the Commission on Uniform State Laws. Phillips, 62, is the dean of the Pepperdine University School of Law. No salary. No Senate confirmation required.
