A: According to the National Weather Service, a 30% chance of rain issued for a particular town and a particular 12-hour period means that wherever you are in town during that forecast period, there is a 30% chance that measurable rain will fall on your head. So if the weather service issues a forecast of 30% chance of rain for Pasadena for the next three days, on average, any spot in the area should get rainfall on about one of those days.
