Sanitary District Takeover Nearing
A controversial takeover of the Garden Grove Sanitary District is expected to be completed by this summer--more than three years after the city began efforts to fold the district’s services into its own operations.
The Orange County Board of Supervisors granted formal approval of the takeover last week, and Garden Grove officials must now meet 22 terms and conditions before providing trash and sewer services to thousands of customers. The conditions include annexing the affected neighborhoods into the city and maintaining the same service rates.
The city initiated the take-over effort in late 1993, saying the change was needed to reduce government bureaucracy, realign service boundaries and protect property taxes from being taken by the state.
Residents in the largest of the affected neighborhoods, however, objected to the plan, fearing their property taxes might increase.
The city has agreed to take on seven members of the district’s staff as part of the transition.
