Milosevic Retreats on Apparent Concession

A day after he appeared to cede control of Serbia’s biggest cities, President Slobodan Milosevic took back a Belgrade suburb and a small town in his battle of wits and nerves with political enemies. His Socialist Party defied a ruling by an international fact-finding commission that the opposition had won the suburb of New Belgrade. Also, a court deciding who should run the central Serbian town of Smederevska Palanka ruled in favor of the Socialists.
