Clerk Certifies Petition Seeking Recall of Zeanah

City Clerk Nancy Dillon has certified a petition seeking the recall of Thousand Oaks Councilwoman Elois Zeanah, officials said Thursday.
Now the group seeking Zeanah’s ouster will have 160 days to gather the more than 10,000 signatures needed for a recall election to be scheduled, said Antoinette Mann, a records manager with the city.
The recall drive was initiated during a Dec. 10 City Council meeting when Peter Turpel, a local businessman, handed Zeanah a notice signed by 20 residents stating their intent to oust her from office.
According to recall backers, Zeanah, an outspoken six-year council veteran, is blocking an attempt to upgrade the city’s sewer plant, incurring costly lawsuits and refusing to participate in the governance of the city.
Turpel, who called the recall effort a “grass-roots” campaign, said Zeanah’s foes may consider hiring a professional signature-gathering firm in the future.
The group has set up a telephone hotline to coordinate the recall effort. The group’s first recall petition, filed Dec. 26, contained incomplete information and was rejected. But a new form resubmitted Thursday was approved.
Recall backers need to collect at least 10,357 signatures, representing 15% of the city’s registered voters, Mann said.
