Rebels, Government Sign Military Pact

Guatemalan rebel and government representatives signed an agreement on reducing the power of the country’s military. The accord signed at Mexico’s Foreign Ministry in Mexico City calls for cutting Guatemala’s 43,500 troops and its defense spending by a third next year. The pact, reached earlier this week, was among a number of accords that the rebels insisted upon before they’ll sign a final peace accord in Oslo next month.
