Film Panel Will Trample on Rights

* The bureaucratic nightmare keeps rolling on. Now we are going to have a Ventura County Film Commission which appears to have absolute power to grant film companies the right to film their movies anywhere they want to, without even contacting those whose businesses will be impeded.
My business license grants me legal control over the sidewalk in front of my business. But now a film commission would sign away my constitutional rights without due process.
Who gave the commission these powers to sign away my constitutional rights?
