Accord Offers Aid to Guatemala’s Poor

MEXICO CITY — Rebel and government negotiators seeking to end more than three decades of civil war in Guatemala signed a key accord Monday guaranteeing more financial support and political power for the country’s rural poor.
Under the accord, the government pledged to improve health services and education; to provide low-interest loans to help the rural poor buy land; and to decentralize by picking governors from a group of candidates chosen by provincial legislatures and by seeking greater autonomy for cities and towns.
