Gov. Jim Edgar promoted the idea of a domed sports stadium for Chicago.
The plan, which was proposed in 1990 only to fall apart, has received new life since Chicago Bear president Michael McCaskey threatened to move the team unless a new stadium is built to replace aging Soldier Field.
