Saba Petroleum Co.: The Irvine independent oil and gas production company said Monday that its wholly owned subsidiary, Santa Maria Refining Co., received approval from Santa Barbara County to start refinery operations in Santa Maria. The subsidiary entered into an agreement with Petro Source Refining Corp. to provide operational and inventory capital to start up the refinery, which will produce asphalt products.
