Two Join Morrison & Foerster in Irvine as Litigation Associates

* H. Mark Mersel and Ronald P. Oines have joined the Irvine office of the Morrison & Foerster law firm as litigation associates. Mersel was previously associated with Cox, Castle & Nicholson and Gendel Raskoff, Shapiro & Quittner. His areas of expertise include bankruptcy, real estate, financial institutions and other areas of complex commercial litigation. Oines, who was a Morrison & Foerster litigation associate from 1989 to 1993, returns to the firm after a year with another law firm. His areas of litigation experience include real estate, financial institutions, land use and environmental law, construction, intellectual property and insurance coverage.
* Lowry D. Hughes has been appointed vice president of operations for Wienerschnitzel, a Newport Beach fast- food chain owned by the Galardi Group Inc. The appointment was part of a restructuring that combined company and franchise operations into one division. Hughes joined Wienerschnitzel in 1982 as a franchise consultant. During his tenure with the company, he has also been responsible for new product development and franchise sales.
* Mary F. Phillipp has been appointed president of Tronomed Inc., a San Juan Capistrano manufacturer of medical products and a unit of Buffalo, N.Y.-based Graphic Controls Corp. Phillipp, who was previously executive vice president, retains the title of chief operating officer.
* E. David Cortens has been elected president of the Export Managers Assn. of California, an organization that promotes California export trade. Cortens is president of T.C. International, a Tustin-based export management company.
* Mary D. Miller has been appointed an executive vice president of Marine National Bank in Irvine. Miller, who joined the bank in 1984, had been senior vice president.
