San Diego Bank Wins National Charter: The first national bank charter awarded under the auspices of the Community Development Financial Institutions Act was given to San Diego-based Neighborhood Development Bank to serve a low-income area in southeast San Diego. The bank will open two branches to make low-income mortgage, business and housing development loans. The bank will also offer consumer checking and deposit services requiring lower minimum balances than most institutions.
