WASHINGTON — The Senate early Friday confirmed Alice Rivlin to be director of the Office of Management and Budget. Confirmation came on a voice vote. Rivlin, 63, is the first woman to direct the budget office. She fills the vacancy caused when Leon E. Panetta left to become White House chief of staff.
