Elton D. Phillips; Former USC Business Manager, Arcadia Mayor

Elton D. Phillips, 86, business manager at USC from 1946 to 1970 and vice president for business affairs from 1970 to 1972. In 1950 the former mayor of Arcadia (1960-63) became president of the Western Assn. of College and University Business Officers. In 1969 then-Gov. Ronald Reagan named him to the 18-member Coordinating Council for Higher Education, where he represented private colleges and universities. Phillips also was a member of the Pasadena Tournament of Roses Assn. In Laguna Hills on April 23, USC announced this week.
