Military Asked to Cede Some Airwaves: The Clinton Administration today was to offer a 10-year plan for forcing the Pentagon and other agencies to give up a big block of the airwaves they control so they can be used with new commercial technologies, the New York Times reported. Civilian uses might include satellite broadcasting and other forms of wireless communication. Under the plan, vital public services and national security uses, such as space communications and air traffic control, would not be affected.
