GLITZ OR VALUE? The 1994 Zagat survey of the best Southern California restaurants was released this week. Tops in Orange County: For food, Pascal’s in Newport Beach. For decor: The Towers at the Surf and Sand Hotel in Laguna Beach and the Ritz-Carlton hotel’s dining room in Dana Point. For top value: Ruby’s on the Balboa Pier. . . . Zagat says of Ruby’s: “A sentimental ode to the ‘50s burger joint.” Actually, says Ruby’s manager Chris Rimer, “it’s from the ‘40s. That’s Glenn Miller in the background. But we’ll take it. This is quite a plug for us.”
