STANTON : Council to Appoint Its New Member

Rather than calling a special election, the City Council decided this week to appoint a replacement for the council seat formerly held by Councilman Joe V. Harris.
Harris resigned Sept. 23 so he could spend more time with his widowed father, who lives in Northern California. Harris’ term was to end November, 1994.
In a 4-0 vote, the council decided Tuesday night it would select a new council member, saying that holding a special election would be too costly and time-consuming. Under state law, the council has 30 days from the time a council seat becomes vacant to either call a special election or fill the vacancy by appointment.
In related action, the council overrode the objections of Councilman Harry Dotson and voted 3 to 1 to appoint Councilman Sal Sapien as the new mayor pro tem. Dotson denounced the move as a “political ploy” and said the council was failing to give him his “just deserts.”
Applications for the City Council seat can be obtained at City Hall, 7800 Katella Ave. Applications are due by 6 p.m. Oct. 12.
