Brea Sets Limits on Board Appeals

BREA — To prevent lengthy delays in development projects, the City Council this week approved an ordinance setting a 60-day limit for council action on appeals of Planning Commission decisions.
Under the measure, Planning Commission decisions will become final if the council fails to act on an appeal within 60 days from when it is filed.
City officials said the ordinance was prompted by the council’s recent deadlock on an appeal about a development project, which the Planning Commission had approved.
Prior to the council’s action Tuesday, there was no time limit on such appeals, which meant that projects could be put on hold indefinitely.
The new ordinance, which passed 4 to 1, takes effect Aug. 19.
Councilman Glenn G. Parker voted against the ordinance, saying the Planning Commission should reconsider the issue if the council deadlocks.
“But I do support the goal that’s being achieved,” he said.
