WORLD IN BRIEF : BRAZIL : Castro Unexpected Victor at Summit

Cuban President Fidel Castro was the unexpected victor at a meeting of Latin American, Spanish and Portuguese leaders when a draft of their final summit document included criticism of the U.S. trade embargo against his Caribbean island and a call for a Latin American seat on the U.N. Security Council. Only the day before, some 200 legislators had urged Castro to resign, saying he was a “discordant note” at the meeting. A Cuban official at the gathering in the port city of Salvador renewed an offer to open talks with the United States on bilateral issues, including the sanctions.
