Decision Delayed on Home Shopping Networks: The Federal Communications Commission, which must vote on whether home shopping networks should be allowed to demand free time on cable television, had been expected to rule in favor of the shopping channels. However, Commissioner Ervin Duggan asked for a postponement, saying, “I think we need to consider the issue further before we resolve it.” The home shopping provision is one of the few unfinished rules required by the wide-reaching cable television act passed by Congress in 1992. The law, enacted in October in response to an outcry about rising cable rates, forces cable systems to carry the signals of local broadcasters free.
