A summary of selected City Hall actions affecting Central Los Angeles in the past week.

CITY COUNCIL

* ALLEY ACCESS: Approved a proposal to install gates to limit access to an alley behind the San Miguel School at 2270 E. 108th St. in Watts.

* PARISH FIESTA: Approved the closure of Opal Street between Concord and Lorena streets Friday, Saturday and June 13 for the annual parish fiesta sponsored by the Church of the Resurrection in Boyle Heights. The street will be closed from 4 p.m. to midnight Friday and from noon to midnight Saturday and June 13.

* REWARD: Approved a proposal offering a reward of $25,000 for information leading to arrests and convictions in the killing of Ramiro Inocencio, 57, a security guard for the Watts Towers. Inocencio was shot May 21 while on duty.

* LITTLE TOKYO ARTWORK: Approved a contract of $95,000 with artist Sheila Levrant de Bretteville for artwork to commemorate the history of the north side of First Street between San Pedro Street and Central Avenue. The block contains several of the original buildings of the city’s early Japanese-American community.

* LEARNING CENTER: Approved the closure of Boyle Avenue between Fifth Street and Hollenbeck Drive from 12:30 p.m. to 9:30 p.m. today for a celebration of the second anniversary of the People United to Enrich the Neighborhood Through Education Learning Center.

* GRAMMY AWARDS: Approved a proposal appealing to the Board of Directors of the National Academy of Recording Arts and Sciences to reconsider its decision to move next year’s Grammy Awards ceremony from Los Angeles to New York.

HOW THEY VOTED

How South-Central and Eastside representatives voted on selected issues.

* GRAFFITI: Approved the development of a pilot program that consolidates all of the city graffiti-abatement projects under one department and provides surveillance by police reserve officers and volunteers. Once the program is developed, a toll-free phone number will be available for residents to report graffiti. Passed: 12-0. Voting yes: Richard Alatorre, Joan Milke Flores, Mike Hernandez, Nate Holden, Mark Ridley-Thomas and Rita Walters.

* LIQUOR STORES: Approved spending $260,000 in state funds to hire the Korean Youth and Community Center to provide assistance to owners of liquor stores that were damaged or destroyed during last year’s civil unrest. The center is to help these owners find viable business alternatives to reopening the stores. Passed: 10-0. Voting yes: Hernandez, Holden, Ridley-Thomas and Walters. Absent: Alatorre and Flores.
