Frank Simpson III, 67, a lawyer and a charter director of the Los Angeles-St. Petersburg, Russia, Sister Cities Committee. A third-generation Californian, he attended the U.S. Naval Academy and USC Law School, and spent his legal career with the firm Sheppard, Mullin, Richter & Hampton. An active sailor, he was past commodore of the Newport Harbor Yacht Club and vice commodore of the Transpacific Yacht Club, and was chairman of the Naval Academy Sailing Foundation, a civilian support group that helps Navy midshipmen learn to sail. He recently represented Los Angeles and Mayor Tom Bradley at a celebration in St. Petersburg to reinstate the Russian city’s historic name. On Friday in Pasadena of cancer.
