HEALTH VOTE: County supervisors are expected to give final approval today to a massive restructuring of health care for the county’s indigent. . . . The vote would create a new kind of health maintenance organization for the poor that would offer greater local control over the existing Medi-Cal system. . . . But officials are still uncertain how they will come up with $5 million in local money. “That’ll be determined,” said Board Chairman Harriett M. Wieder.
