LOS ANGELES COUNTY : Shifting Cost of Mandated Programs to Be Studied

The Board of Supervisors on Tuesday ordered Chief Administrative Officer Harry L. Hufford to conduct a review of all state and federally mandated programs to see if the county can shift the cost for the programs back to Washington and Sacramento.
Los Angeles County is facing a projected $1.4-billion budget deficit. Supervisor Deane Dana, author of the motion, was critical of federal and state authorities for failing to fully fund welfare and other mandated programs.
Dana said that if the state were to assume fiscal responsibility for mandated welfare programs, the county would save about $450 million annually.
