A bill attaching conditions to China’s trade status with the United States was reintroduced in Congress. The measure, substantially the same as one vetoed last year by then-President George Bush, presents President Clinton with the challenge of living up to his stern rhetoric on China during last year’s presidential election campaign. The bill would renew top-level trading status this year starting July 3, but it would require China to meet several conditions to get renewal in 1994.
