COVERING THE LAW: Newport Beach has a strict ordinance prohibiting adult entertainment stores. But city officials were horrified last year to discover it wasn’t strict enough to keep out some risque businesses, such as a topless barbershop, which one entrepreneur had sought. The city did deny the permit until the Planning Commission could study it. The studying is over: Monday night, the City Council is expected to vote to close all loopholes.
