Buenos Aires Mayor Quits After Criticism

BUENOS AIRES — Buenos Aires Mayor Carlos Grosso resigned Monday after his own Peronist party and others said he had mishandled the job.
The federal capital of 3 million people is dirtier than when Grosso took office 44 months ago, they allege, even though municipal taxes have tripled. Also, the city budget remains in deficit.
